Areas servedTurf and landscaping service areas in Southern Utah
True Turf works across all of Washington County, plus Cedar City and Enoch in Iron County. That runs from St. George and Ivins out to Hurricane and the Zion corridor. Rebate rules change from town to town, and some smaller towns aren't in any rebate program. Check your town below before you plan around a rebate.

Where True Turf works
Coverage is Utah only for now. Each town page covers what changes a project there, like rebate rules, soil and lawn limits. Turf alone doesn't earn a rebate in any of these towns. Every rebate program also needs approval before you remove grass, so read the rebate guide before you count on one.
St. George and nearby cities
St. George, Washington, Santa Clara and Ivins are all in the Washington County Water Conservancy District's rebate program1. Santa Clara adds $1 per square foot on the first 500 square feet1. North of town, unincorporated places like Dammeron Valley, Veyo and Pine Valley can qualify too, if the property irrigates from a public water system1. Enterprise and New Harmony weren't on the district's list or the state's list when we checked12.

Hurricane Valley and Zion corridor
Hurricane and Virgin are in the district's rebate program, and so are La Verkin and Toquerville1. Leeds, Rockville, Springdale, Apple Valley and Hildale weren't on the district's list or the state's list when we checked12. The ground here varies a lot. Some lots have little caliche, and others sit right on basalt that has to be drilled3.

Cedar City and Enoch
Cedar City and Enoch use the state's program instead. It pays $2 per square foot, but its rules say water-efficient landscaping doesn't include artificial turf4. It's colder up here, too. The Cedar City airport averages a January low of 17.2°F and 45.1 inches of snow a year5. That matters for paver bases and rock.

Which towns can use the Washington County water rebate?
St. George, Washington, Hurricane, Santa Clara, Ivins, La Verkin, Toquerville, Virgin and unincorporated Washington County1. The property also has to irrigate from a public water system account in good standing. Even there, turf alone doesn't qualify. Permeable turf only counts as mulch inside a conversion with 50% plant cover and drip irrigation6. Pre-approval is required before you start.
How is the rebate different in Cedar City and Enoch?
It runs through the state, not the Washington County district. The state program pays $2 per square foot of grass replaced and needs at least 200 square feet. Trees don't count toward its 50% plant cover rule, and artificial turf is excluded4. The check comes by mail after the final inspection, in about 90 days7. Get approval before you remove any lawn.
What if my town isn't listed here?
