What changes a project in Cedar City and Enoch

  • Permits

    Lawn rules for new homes

Cedar City amended its landscaping code in 2023. New developments can't put lawn in parking strips or in areas under 8 feet wide1. Residential lawn can't exceed 50% of the landscaped area in front and side yards, unless the lot has under 250 square feet of landscaping1. The cap covers front and side yards only. Enoch is on the state's list of qualifying communities, which had to adopt at least those same minimum rules for new homes2.

  • Conditions

Snow, hard freezes and cooler summers

Cedar City's airport station sits at about 5,610 feet3. It averages a July high of 90.2 degrees, about 11 degrees below St. George's 101.6, and a January low of 17.245. Average lows stay below freezing from November through March, and snowfall averages 45.1 inches a year4. On USDA soil maps, Enoch sits mostly on Wales loam and Woodrow silty clay loam. A saline Woodrow unit covers about 10% of the city6. Ask True Turf how base and edging are built to handle freezes.

  • Water and rebates

A state program that excludes turf

Cedar City, Enoch and unincorporated Iron County apply through Utah Water Savers to the Utah Division of Water Resources program, not the Washington County district7. It pays $2.00 per square foot of grass removed and replaced, up to $50,000 per application. Its rules say water-efficient landscaping does not include artificial turf8. Trees don't count toward its 50% plant cover, drip emitters can't exceed 5 gallons per hour, and approval comes before any lawn is removed8. Compare it with the Washington County program in our rebate guide.

  • Homes here

    Two different housing markets

Cedar City is young and mixed. Its median age is 26.8, and 56.7% of homes are owner-occupied9. About half of its homes are single-family detached10. Enoch is mostly owners. There, 87.7% of homes are owner-occupied and the median household income is $80,75011. About 91% of Enoch's homes are single-family detached12.

Questions from Cedar City and Enoch

Still wondering? Call (435) 660-6207 and ask True Turf.

Does the state rebate pay for artificial turf in Cedar City?

No. The Division of Water Resources program says water-efficient landscaping does not include artificial turf, swimming pools, water features or concrete8. Pavers, bricks, stone and other permeable materials are allowed if waterwise perennials and shrubs cover 50% of the project area at maturity8.

Is Enoch eligible for the same program?

Yes. Utah Water Savers lists Enoch, Cedar City and unincorporated Iron County under the Division of Water Resources program7. The rules match: $2.00 per square foot, at least 200 square feet of living, maintained lawn, and approval before you remove anything8.

How much snow does Cedar City get?

About 45.1 inches a year at the airport station, with 7 to 8.5 inches on average in each month from December through March4. Average lows stay below freezing from November through March, so outdoor projects have to handle hard freezes4. Raise that at the free site visit.

How long does the state rebate take to pay?

About 90 days, according to Utah Water Savers13. The State of Utah mails the check after your project passes the final inspection and you complete a W-98. Dormant lawn is eligible for the program, but neglected lawn isn't13. You have 365 days from approval to finish the project8.
