What Hurricane's 2024 code asks for
Hurricane amended its landscaping chapter in January 2024. Single-family lawn can cover 8% of the lot or 2,500 square feet, whichever is less. Lots under 7,500 square feet can have up to 600 square feet. No lawn can be narrower than 8 feet or sit on a slope over 25%1. Before a new home gets its certificate of occupancy, the zoning administrator checks the landscaping against the approved plan. Significant changes to an approved plan go to the Planning Commission1.
Conditions
Hardpan under a third of the city
Three hardpan soils lead Hurricane's soil map. Harrisburg fine sandy loam covers about 13% of the city, Winkel gravelly fine sandy loam about 12%, and Bermesa fine sandy loam about 6%2. The survey's typical depth to the cemented layer is about 16 inches for Winkel, 26 for Bermesa and 35 for Harrisburg2. Bermesa was described from a site about 3 miles west of Hurricane, on old lava flows3. Hardpan is a listed price factor in what turf costs.
Water and rebates
Rebates, rock fabric and secondary water
Hurricane is in the district's conversion program. A qualifying conversion to plants on drip can earn $2 per square foot, plus a temporary $1 on the first 1,000 square feet through June 1, 20274. City code lets permeable turf count as mulch. In required landscape areas, it calls for porous landscape fabric under gravel, crushed rock and bark1; see rock depth and colors. Part of the city's outdoor water is untreated secondary supply from the Virgin River and the Hurricane Canal Company5. Check eligibility with the district before you start; pre-approval is required.

Is caliche a problem for turf in Hurricane?
Plan for it. Much of Hurricane's mapped soil sits over a cemented hardpan, typically 16 to 35 inches down2. True Turf builds the base and drainage before laying turf, and their published spec for pet areas is at least 4 inches of compacted base. Ask during the free visit how they'll handle hardpan on your lot.
How much lawn can a new Hurricane home have?
8% of the lot or 2,500 square feet, whichever is less. Lots under 7,500 square feet can have up to 600 square feet. No lawn can be under 8 feet wide or on a slope over 25%1. On big lots that's more than Washington allows, since Washington caps any lot at 1,500 square feet9.
Does Hurricane require weed fabric under rock?
In required landscape areas, yes. Hurricane's code requires porous landscape fabric under decomposed granite, gravel, crushed rock, bark chips and similar ground cover1. If the area is part of a district rebate conversion, any barrier must be permeable, and plastic barriers are prohibited4.
Can artificial plants meet Hurricane's landscaping rules?
Not without special permission. Hurricane's code says no artificial plants may be used to meet any standard of its landscaping chapter unless the Planning Commission grants special permission1. The code also says landscape plants should be drought tolerant, noninvasive, low maintenance and commercially available1.
