Permits
Two towns, two sets of lawn rules
La Verkin's 2023 update allows 600 square feet of lawn on lots up to 7,500 square feet, 8% of the lot up to 25,000 square feet, and 2,000 square feet above that. Lawn has to be reachable for active use, at least 10 feet from a roadway and off slopes over 15%1. Toquerville caps lawn at 8% of the lot or 2,500 square feet, whichever is less. Its code also says landscape projects, including rehabilitations, need at least 40% of the landscaped area in water-efficient plants. New lots or buildings on slopes over 10% there need a hillside development permit2.

Both towns are on the district's eligible list for the conversion program9. Check eligibility with the district before you start; pre-approval is required. Toquerville draws mostly on Toquerville Springs, with secondary water from a system the district owns10. La Verkin bans watering with treated water from 10 a.m. to 6 p.m., June 1 to September 11.

Questions from La Verkin and Toquerville
Still wondering? Call (435) 660-6207 and ask True Turf.
Does La Verkin's lawn rule cover the whole town?
Not in the same way. The chapter covers new construction, development and major landscape improvements in two areas. One is the Top Side above the cliffs. The other is the residential area below the cliffs, except land tied to the city's secondary water rights or contracts1. Ask the city how it applies to your lot before you plan.
Can I do an all-turf yard in Toquerville?
Ask the city first. Toquerville's code says landscape projects, including rehabilitations, need at least 40% of the landscaped area in water-efficient plants. It lets permeable turf count as a mulch, not a plant2. A mix of turf, rock and plants on drip is the safer plan, and shade trees in that mix can cool an area up to 25 degrees15.
What are the base water fees here?
La Verkin's is $46.07 a month for a 5/8 inch meter and Toquerville's is $55.00, per the water district's 2025 joint conservation plan10. A larger 3/4 inch meter in La Verkin carries a $66.34 base fee, and Toquerville's fee is the same with or without secondary water10. Both bill usage in rising tiers, like every city in that plan10.
Is it cooler here than in St. George?
A little. La Verkin's station averages a 99.1 degree July high, about 2.5 degrees below St. George's 101.6, and gets about 2.8 more inches of precipitation a year45. Turf still gets hot in full sun, generally 35 to 55 degrees hotter than natural grass16, so plan shade around any turf area.
