Ivins, UtahArtificial turf in Ivins, UT: turf as mulch and lawn limits

Ivins' code says artificial turf made to pass air and water may count as mulch, not grass, and it limits grass on new lots to 8% of the lot, up to 2,000 square feet1. An uncovered pool's area comes out of that grass allowance1. Turf alone still earns no water district rebate10.

What changes a project in Ivins

  • Permits

    Ivins' grass allowance

Ivins City Code 14.11.303 lets a new single-family or twin-home lot have grass on up to 8% of its area, capped at 2,000 square feet, and every lot is allowed at least 600 square feet. Grass areas must be at least 8 feet wide in every direction and are banned in park strips, landscape buffers and on slopes over 10%1. That slope limit is tighter than the 15% in St. George's code2; see St. George's lawn rules. Turf doesn't meet Ivins' definition of grass1, so ask the city how a turf area or a putting green shows on your plan.

  • Conditions

    Sand, sandstone and lava

Tobler fine sandy loam, a well-drained soil, covers about a third of Ivins on USDA soil maps. Fast-draining Pintura and Ivins loamy fine sands cover about 23%, and lava flows about 10%34. The Ivins series is mapped in the vicinity of Ivins: very deep, somewhat excessively drained sand over consolidated volcanic ash5. Ask True Turf how the base and drainage change on sand versus rock, since base work is a big part of what turf costs.

  • Water and rebates

Pools and water features share the allowance

Ivins counts pools and water features against grass. An uncovered pool's full area is deducted from the allowed grass, and 25% of the area is deducted for a pool with a UL-approved electric cover or an indoor pool. Decorative water features are capped at 300 gallons and 25 square feet, and each gallon uses up 2 square feet of grass allowance1. Ivins is in the district's conversion program; check eligibility with the district before you start, since pre-approval is required6.

  • Homes here

An older market with newer homes

Ivins' median age is 52.1, and 31.9% of residents are 65 or older7. The median home value is $594,000, and about 74% of homes are owner-occupied7. About 89% of homes are single-family detached, and the median home was built in 20058.

Questions from Ivins

Still wondering? Call (435) 660-6207 and ask True Turf.

Does turf count as grass under Ivins' code?

No. Ivins defines grass as closely mowed, irrigated nonagricultural grass with its roots, and says artificial turf made to be permeable to air and water may be considered mulch1. For single-family lots, its landscape area definition also leaves out the home, driveway, sidewalk, patios, pools and water features1.

What is Ivins' base water fee?

$19.67 a month in the water district's 2025 joint conservation plan, the lowest of the eight cities it lists11. Usage is billed in rising tiers, and the plan listed Ivins' automated metering as pending11. Converting unused lawn is one way to cut the usage part of the bill.

Can a new Ivins home have both a pool and grass?

Yes, but they share one allowance. An uncovered pool's area comes off your allowed grass, or 25% of it if the pool has a UL-approved electric cover or is indoors1. The district's 2025 plan lists Ivins as the only one of its eight cities with swimming pool size limits11.

Is Ivins in the water rebate program?

Yes. Ivins is on the district's eligible list for converting living lawn to plants on drip, at $2 per square foot plus a temporary $1 on the first 1,000 square feet through June 1, 20276. Turf alone doesn't qualify10. Check eligibility with the district before you start; pre-approval is required.
